Read the rules before you join

These standards shape scene quality, member conduct, and the kind of county roleplay HCRP expects from everyone here. Joining the community means agreeing to follow them, and violations can lead to staff action.

Read them fully before joining scenes, departments, or anything tied to the community.

New player summary

If you only read one section before your first character or application, make it this one: stay respectful, stay realistic, stay in character, and stay current with Discord announcements.

Respect and safety first

Harassment, hate, sexualized content involving minors, threats, doxxing, and malicious behavior are out everywhere in HCRP.

Keep scenes believable

No metagaming, no FailRP, no force-RP shortcuts, and no ignoring fear, injuries, or active priority restrictions.

Treat protected areas seriously

Green zones, stations, hospitals, and private property all have stricter limits than a free-roam sandbox server.

Discord still counts

The same standards apply in community channels, and Discord announcements are where rule changes and access updates land first.

Know This

All members are expected to follow Discord rules and server rules at all times. Being approved in HCRP means you agree to these standards and accept staff enforcement when they are broken.

Approval Means Agreement

By joining and receiving approval in HCRP, you agree to follow the current rules and regulations.

Staff Enforce Them

Warnings, kicks, strikes, temp bans, or permanent bans may follow rule violations depending on severity.

They Can Change

This document is subject to change at any time, so players are responsible for staying current.

Discord Counts Too

Community conduct in Discord is part of HCRP standards and carries its own enforcement.

General Rules

Core server standards covering violence, cheating, conduct, injuries, weapon use, voice chat, and scene control.

1.1

No RDM / VDM

No random killing and no vehicle killing. Violence has to support a legitimate roleplay scene and cannot be done on sight.

1.2

No Modding

Any form of modding leads to a ban with no path back into the server or Discord.

1.3

Respect Required

Bullying, harassment, racism, and staff disrespect are prohibited. Calmly explain your side if there is an issue instead of escalating.

1.4

No Metagaming

Do not use information your character would not realistically have in the current scene.

1.5

No Combat Logging

You cannot disconnect in the middle of a roleplay scenario. If you crash or disconnect accidentally, communicate it through Discord or TeamSpeak.

1.6

Weapon Usage

If you are bringing out anything larger than a pistol, unrack it using /me or /gme when needed. Snipers are limited to SRT units and hunting RP, and using them to kill players outside that scope is prohibited.

1.8

Restricted GTA Vehicles

Do not use stock GTA vehicles with weapons, flight capability, unrealistic armor, or other features that would not be legitimate in normal life.

Roleplay Injuries Properly

Severe crashes, shootings, and other major trauma must be roleplayed realistically. If your character takes enough damage to die, remain dead or ragdolled and do not speak while dead.

Saved Vehicles

You cannot use sold, destroyed, or newly towed vehicles, and you cannot save another player's vehicle unless it was legitimately sold or stolen.

Voice Changers

Voice changers are not allowed unless a Director or higher command has given explicit approval.

1.12

Voice Chat Quality

No mic spamming, background music, or unusable mic levels. If someone tells you your mic is too loud or too quiet, fix it.

Chat Usage

Use /ooc for out-of-character help, /me for local actions, and /gme for actions that need to reach people farther away.

1.14

Priority Cooldown

If priority is in progress, on hold, or in cooldown, no new priorities may start. That applies even if you were the original priority, and scenes started during cooldown may not become priorities later.

RP Rules

Scene quality rules covering fear, realism, theft, priorities, vehicle use, character behavior, and special permissions.

2.1

No Cop Baiting

Do not intentionally commit obvious traffic or nuisance crimes just because officers are nearby.

2.2

Follow NLR

If your character dies in a scene, they do not remember what happened and cannot be used again for at least 30 minutes.

2.3

Follow FFR

Show realistic fear for life unless your character has a valid criminal basis in CAD. Third-party deadly force is only justified when realistically acting to protect someone else's life.

2.4

Respectful Scenes Only

Torture, racist scenarios, terrorism scenarios, rape scenarios, and similar content are prohibited.

2.5

Stay In Character

Remain in character in voice, chat, and scene behavior unless staff specifically remove you from roleplay.

2.6

Theft of Emergency Vehicles

Emergency vehicle theft is only allowed under narrow conditions. You cannot steal from stations or green zones, cannot do it if fewer than three law enforcement officers are online, and must realistically obtain the keys unless the vehicle is left running and unlocked.

  • To keep a stolen emergency vehicle for later use, you must escape law enforcement, remove tracking devices, hide the vehicle realistically, answer investigative /gme actions, and keep the vehicle spawned until you log off.
2.7

Theft / Robbery

Stores and banks cannot be robbed unless at least three LEOs are online and patrolling. To steal someone's vehicle, pull a weapon and order them out first.

2.8

No FailRP

FailRP includes unrealistic vehicle use, breaking active scenes, swapping vehicles mid-RP, or otherwise ignoring realistic limitations and peacetime expectations.

2.9

No Force RP

You cannot retcon or "22" evidence, illegal items, or scene facts just to block another player's roleplay or an officer's search.

2.10

Stolen Vehicles Stay Gone

If your vehicle is stolen, you cannot respawn it. Contact law enforcement and play the recovery out through roleplay.

2.11

Government Agency RP

Federal agencies like the FBI, DEA, or ATF require explicit permission. Non-law-enforcement government roles may be allowed depending on the agency.

2.12

Animal RP Needs Approval

Roleplaying as an animal requires prior staff approval or the scene can be cancelled and warned.

2.13

No Unrealistic Running

Running from or attacking law enforcement requires a legitimate in-character reason, not just a routine stop or ticket.

2.14

Aviation Restrictions

Civilians need Civilian Aviation tags to fly. LEO and FD aviation requires the proper emergency-services aviation tags.

2.15

Green Zones

Police stations, fire stations, and hospitals are green zones. Crime is prohibited there and priorities cannot be brought into them.

2.16

Camera Footage

Investigators may request camera footage only when physical cameras are actually present at the location. Traffic-camera and red-light-camera roleplay is not allowed.

Property Rules

Location-based rules covering restricted areas, garages, government buildings, private homes, and active businesses.

3.1

Fort Zancudo

Fort Zancudo is restricted military property. Do not enter it, stage scenes there, or use military assets without a legitimate approved reason or the proper authorized role.

3.2

Garages

Use garages realistically for storage and retrieval. Do not abuse garage systems to dodge active RP, instantly replace scene vehicles, or start conflict in what are treated as safe access areas.

3.3

Government Property

Do not loiter or trespass on police, fire, EMS, courthouse, or other government property without a valid in-character reason. Leave when directed by authorized personnel.

3.4

Houses

Homes are private property. Do not enter, search, or force scenes into a house unless you have permission, a valid RP basis, or legal authority that fits the situation.

3.5

Businesses

Businesses should be treated like active properties in the world. Do not interfere with them, trespass on them, or force scenes there without legitimate roleplay justification and realistic access.

Discord Rules

The HCRP standard applies outside the server too. These rules cover harassment, safety, spam, malicious behavior, and how members are expected to act in Discord.

No Harassment

Do not harass, bully, or target other members in community spaces.

C2

No Hate or Spam

Hate speech, hateful communities, and disruptive spam are not allowed anywhere in HCRP spaces.

C3

No Threats or Doxxing

Threats, intimidation, leaking personal information, or encouraging others to do so are prohibited.

C4

No Evasion

Do not evade bans, blocks, or moderation actions, and do not keep contacting someone after they have made it clear they want no contact.

C5

No Malware

Malware, phishing, hacks, DDoS activity, or anything designed to compromise another person's device or account is prohibited.

C6

Protect Minors

Any attempt to sexualize minors or post related content is prohibited.

C7

No Gore or Cruelty

Sadistic gore, graphic cruelty, or animal abuse content is not allowed in community channels.

C8

No Piracy or Stolen Accounts

Do not share or promote cheats, cracks, piracy, stolen accounts, or similar content.

C9

No Illegal Promotion

Do not promote or coordinate illegal real-world behavior through the HCRP community.

C10

No Self Promotion

Self-promotion is not allowed unless the HCRP staff team has explicitly approved it.

C11

No Nuking

Do not mass-delete, mass-ping, raid, or otherwise attempt to damage or disrupt the HCRP Discord server.
